"Loose" feels like a balloon that's floating away. This is one that shooting away wildly.

Hmmm...good question. Below are some suggestions, but let us know when you find the word you're looking for:
floundering, struggling, "on the run," free, escaped, slithering, deflated, spent
I think you may need two words to illustrate the quality and state: A wild deflating balloon.
Or perhaps it's all about the verb that follows: A deflating balloon rockets/shoots through the air.
I think I would go with renegade. Maybe stampeding or cavorting, depending on context. Gyrating?
I think Pythor has it. Renegade balloon has the sense of flying recklessly and randomly, and it scans better than rogue balloon.
I dunno. Renegade balloon, on its own, makes me think of every helium balloon I see escaping into the sky.
Careening?
